Is it possible to do? Could you make an extended Wand of Fireball or a maximized potion of Cure Moderate? If so, I think it's fairly obvious that the cost of the item would be that of its adjusted spell level.

But what if a 10th level Radiant Servant of Pelora made a wand of cure? Would it automatically be both maximized and empowered? And since that doesn't use a spell-slot of higher level, would it cost more to create?

Yes you can, and as you figured right, the cost is based on the modified spell level.

It doesn't matter whether the ability used to create the item does not increase the spell level, since it's not the ability bound into the item, but an item created that has an effect similar to the ability. And the base cost is always based on how potent the item is, not what kind of ability is used in its building process.

For example, when you write a scroll of extended Mage Armor it does not matter, whether you use Extend Spell or Sudden Extend to cover the prerequisites (Extend Spell and Mage Armor), the cost will always be that of a 2nd-level spell written on a sheet of paper. ;)

The spell level would still have to work within the limits of the item, so a maximized wand of fireballs could not be made because a maxxed fireball is 6th level, but a staff could handle that.

One more thing... no, it would not automatically be both maximized and empowered.

You decide what the magic item will do, then you must meet the prerequisites. If the prerequisite includes Cure Light Wounds (i.e. wand of Cure Light Wounds), and your cures happen to be auto-maximized, then so be it... doesn't matter for the item creation, as long as you have the spell, you are fine. The item itself determines the effect, not what kind of side effects your spells carry with them.

The RSoP ability would likely allow you to create a wand of maximized Cure Light Wounds (not that anyone would want such a wand, but that's another issue entirely), but you could as well make just a wand of Cure Light Wounds.
