The DMG tells you how. ;)

But it's really fairly simple.

Every stat starts at 8. Raising the stat up to 14 is at 1 point per stat-point. 15 and 16 cost 2 points each and 17 and 18 cost 3 points each. Thus a 14 costs 6 points total, a 16 costs 10 points and an 18 costs 16 points total.

Hmm, is that sufficiently "paraphrased" to avoid a lawsuit? Might want to have a lawyer check over you post... :D

Anyway, my (real) point being that's why it's so hard to find. It's closed content and so is not in the SRD and it's not legal to reproduce in other d20 material.
 

There once lived a curious fellow by the name of Gabrink. He had long monkey arms and three green eyes. He also had the curious habit of selling people bags of shiny rocks in exchange of bananas. His rules of the trade were simple. You had to buy 6 bags at a time. Each bag would contain between 8 and 18 rocks. The prices were posted on his door made of nougat:
A bag of 8 shiny rocks will cost thee nothing!
A bag of 9 shiny rocks will cost thee 1 banana
A bag of 10 shiny rocks will cost thee 2 bananas
A bag of 11 shiny rocks will cost thee 3 bananas
A bag of 12 shiny rocks will cost thee 4 bananas
A bag of 13 shiny rocks will cost thee 5 bananas
A bag of 14 shiny rocks will cost thee 6 bananas
A bag of 15 shiny rocks will cost thee 8 bananas
A bag of 16 shiny rocks will cost thee 10 bananas

I think you'd only be in trouble if you printed that. Trading rules on the internet... that's a hazier area.
