They can't. Not without researching it, anyway. Researching new spells is on page 42 of the DMG.

In summary, it costs 1,000gp per week and takes one week per spell level. At the end of that time, the caster must make a Spellcraft check (DC 10 + spell level). If you fail the check, you don't get the spell. If you make the check, and the DM determines that it's a viable spell, you get it.

They cannot.

However, if this is a question about the Hexer prestige class, the Adept CAN cast a divine lightning bolt.
 


There are also some domains printed in 3rd party material I belive that has lightning bolt as a domain spell. But more then likely this is about the Hexer which is designed for the Adept.

Miracle could duplicate the effects of the lightning bolt.

Does using a scroll count as casting? If co, then a cleric with the magic domain could use a scroll of Lightning Bolt.
