No way. I'm the DM in question, and according to the PHB, both fascinate and suggestion are spell-like abilities that do not require verbal, somatic, or material components. You activate them mentally, as a standard action, and according to the bardic music entry in the PHB, "...they can all be activated by reciting poetry, chanting, singing lyrical songs, singing melodies (fa-la-la, and so forth), whistling, playing an instrument, or playing an instrument in combination with some spoken performance." So a wizard's not going to know there's magic afoot, only that a bard is telling a story. Furthermore, Spellcraft does not allow a check to identify a spell-like ability when it is being activated; only when a character makes his save verses the spell-like ability is he allowed to make a Spellcraft check to determine the nature of the power that assaulted him (DC 25+spell level). In the case of a bard's suggestion spell-like ability, that would be a DC 28 Spellcraft check. If the intended victim has no ranks in Spellcraft, upon making his save he would know that someone tried to do something to him, and the bard standing in front of him telling a story would be the primary suspect, but he wouldn't know for sure.

Besides, on a meta-game level, bardic music is not broken by any stretch of the word, and I have no problem allowing Louis the Satyr to use it left and right. I mean, it comes up so infrequently in useful situations, and I haven't seen him trying to abuse it (Like suggesting to another PC, "give me your money"). I'm still waiting for Louis to try it on an important or influential NPC...if he dares. ;)
