I get the feeling he ended up deciding you need all three to get the most of it...and, to a point, he was right. If you look back, its not like the Prequels were much of a surprise. Hell, there was an interview with Lucas back in '83 or so that mentioned he would probably go back and do the first 3 parts of the story after a short break. Actually, then he was saying he'd probably only make the 3rd one, as the first two wouldn't be as interesting.
Now, we've had Lucas say time and time again that he's done with Star Wars, and glad he can finally move onto other things...even if he'll always be seen as "Mr. Star Wars".
