2) How many pre-gens does it actually include?

I have some questions too:

1) what does 10/20 mean on a ranged attack?

2) what if the cleric/rogue want to pick up a shield from an enemy? are they proficient? what if the cler wants to buy a full plate?

3) how does close blast 3 work? close burst? does burst 3 covers 49 squares?
 

1) it means that short range is 10 squares and long range 20 squares , which implies a -2 to hit modifier

2) nothing stated in the book

3) look at the diagrams in the PrRC....

But seriously I wonder about the ranged thing to, I"m guessing if your target is within the first set of numbers it's a regular attack roll, if within the second set it's -2 to attack, and after that you just can't hit them.... but that's only my guess
 

BLASTS AND BURSTS
The five types of powers are: area, melee, close, ranged, and
personal. Melee and close powers do not provoke opportunity
attacks. Area and ranged powers do. [Unsure about personal,
but it's a pretty safe bet that they do not provoke.] Area effect
attacks can still damage allies if you catch them within the burst
or blast.
BLAST (X)
This is all squares in an area (X) by (X) squares. A blast must be
adjacent to the source of the effect, like a caster. Blast 5 would
be 5x5 squares, adjacent to the source. (See diagrams on the
next page)
BURST (X) WITHIN (Y) SQUARE
This effect is an area including all squares within (X) squares
from a center square placed within (Y) distance. Burst effects
that are close attacks (such as “close burst 2”) always consider
the caster to be the center of the effect. Bursts that are not close
attacks (such as wizard’s “Scorching Burst” power) can be
centered anywhere within the powers range, rather than
centered on the caster. (See diagrams on the next page)
CLOSE
A Close attack initiates in a square adjacent to the attacker. It
does not provoke opportunity attacks (while ranged attacks do).

LINE OF SIGHT (DDM 2)
Two creatures have line of sight to each other unless walls (or
similar blocking terrain) are in the way. If you can trace even a
single line between two creatures that doesn’t touch a wall, they
have line of sight to each other.
LINE OF EFFECT (DDM2)
Line of effect is nearly always the same as line of sight. A few
special powers or terrain types might block line of effect: They
prevent attacking a space, but they do not block line of sight to
that space.

Close Burst
A Close Burst starts in the caster’s square, and has a radius of (x)
squares. A Close Burst 1 power from a medium creature covers
9 squares, centered on the caster. A Close Burst 2 covers 25
squares.
Close Burst from a Large Creature
A Close Burst (x) starts at the edge of the caster’s space, and
continues outward (x) squares. A large creature’s Close Burst 1
power covers 16 squares.
Blasts and Ranged Bursts
A blast (x) is a square area of effect (x) by (x) squares, anywhere
adjacent to the source of the blast.
A ranged burst (x) within (y) is a burst with a radius (x) squares
centered on a square (y) squares away from the caster or source
of the effect.
Cover, Range and Line of Effect
To determine cover, draw a line from each corner of the origin
square to the square in question. If more than one line is
interrupted by an obstacle, creatures in that square have cover.
If no line can be drawn from a corner of the origin square to a
corner of the square in question there is no line-of-effect. Count
around corners when determining range from the origin

This is what I've gleaned from my glance of the quickstart rules.

1) what does 10/20 mean on a ranged attack?
The first number is normal range. The second number is long range. Distance between the two ranges impose a -2 to the attack roll.

2) what if the cleric/rogue want to pick up a shield from an enemy? are they proficient? what if the cler wants to buy a full plate?
I don't see proficiency rules for the Quickstart. Unless I find something different, for the quickstart, I'll assume they are not proficient and impose a movement or action penalty to using it.

3) how does close blast 3 work? close burst? does burst 3 covers 49 squares?
A blast fills an area adjacent to the caster that is a specified number of squares a side. It's a simplified version of a cone.
A burst centers on the origin square and extends in all directions the number of squares listed. A burst 3 would cover 49 squares (usually) ignoring the creator.

I assumed that question was aimed at people who actually have the book rather than me, but I'll take a shot at answering it anyway: I doubt we'll know where Strahd lives (ie where Ravenloft fits into the new planar structure) until we get a Ravenloft campaign setting. Maybe not even then.
