Remember this is a game, if the dm wants to make things easy on himself, or have a really intersting background then this it is fine to do so. Even inherited templates can be added if the conditions are correct.
Natural Armor bounuses stacks with Enhancement bonuses to one's Natural Armor bonus which are what most magical items now grant. Natural Armor bonuses from different souces do not stack (unless specificly stated to).
