Killing a city/Tarrasque with Control Weather?

Okay, so control weather can cause a Heat Wave (in the summer) or Frigid Cold (in the winter), which I would think imply temperatures either above 110 degrees or below 0 degrees. Even in Spring or Fall they can cause hot or cold weather, probably above 90 degrees or below 40 degrees.

Now, according to the DMG, these temperatures require fortitude checks, either every hour or ever 10 minutes, or else the target takes subdual damage that cannot be regenerated. So, could you kill a whole city, or say, the Tarrasque, this way? If you could find a way to keep the target in one place for a few hours (or weeks, for the tarrasque), you could finish it off.

What';s the DC?? Big T has a fort save of , what, +38? Something pretty good. I'm not sure he can fail the save.

Now, taking out a city could work. They would have some shelter to help with the elements, but you'd take care of the homeless and some of the weaker citizins easily.
