Athas, the world of Dark Sun is unable to have any sort of divine connection. While not specifically stated, the circumstantial evidence seems to strongly point towards this being due to the aberrant planography of how its crystal sphere connects to the planes. Specifically, how the Gray seems to interfere heavily with Astral connections (and, to a lesser degree, Ethereal connections). The Black may interfere also.

Vecna "died" during the process that turned him into a lich, yes. And he died, that is to say, was destroyed (beyond what his phylactery could help), in the final conflict with Kas (during which, contrary to popular belief, it was not the Sword of Kas which layed him low). However, since returning as a god, Vecna has never once died.

Set killed Osirus, chopped him into lil' bits and scattered him across Egypt. The pyramids were erected on the spots where Isis collected him back. She found all parts except for his manhood, put him back together and resurrected him.

He's not really a mummified, undead god, but that works a bit better for Deities and Demigods than saying that now he pees sitting down. :)
