The toxic level of nicotine in cats is really low. That's a kitten. Just the butt of the cigarette, if eaten, could cause seizures, paralysis, or heart failure to it. Depends on the type of cigarette. But, sheesh.

We use to stuff chewing tobacco in a chunk of ground beef and fee it to the dogs as a worm killer.
