Shifty is good, but lots of things give you Shift as a minor action.
Like boots of the fencing master and a few others.

I don't have access to the compendium atm, but is there anything that actually gives you shift as a minor as an at-will? I think that's the issue most people have and I can imagine that if they were to allow a write up for Kobolds as PCs then Shifty would, at least, get downgraded to an encounter power.

But I could run the Kobold without Shifty as the stat build fit my build as its the only race with +2 Con / +2 Dex.
And the +2 Stealth is great.

Revenants from D376 are also +Con/+Dex, if you're looking for a PC race.

ah... how about the monster shifts 1 and attacks you ?
Provokes from the fighter, then. And if the Fighter has decide to optimize Combat Challenge to daze... well, yeah, that is fun. Or if the Defender is a Warden with one of the no shift zones up, also works.

Technically Rogues can already do this with movement powers, of course, but they sacrifice some damage to do so (as powers that have movement tagged on tend to not do as much damage).
 

I need the +2Dex / +2Con for my build, and the +2 Stealth is not bad also.

I will have Shifty reduced.

How about minor action Shift 1 once / encounter Heroic, twice at Paragon, and 3 times at Epic ?

Or if thats too good, make it just one shift per encounter and increase the shift move.

In regard to someone query, I said that there are items and powers and feats that let you shift as a minor action, but I didnt mean as an at-will.

Could have picked Renenant, but enc. power is boring, no feats I like, and the unlife not drop to unconscious at 0, well not positive thinking is it.
 

I understand why the Kobold will likely never get a true "official" PC-adaptation, but I'm still kind of disappointed. The MM writeup feels like a tease...

I think one of the problems with Shifty is that it's pretty situational. Compared to the best of the racial Encounter powers, I don't really think it's completely over the top, but it is abusable and something that I think the DM needs to keep aware of when designing encounters, etc. There's a number of other powers / options in 4e like that, but I don't think that adding more is a casual decision.

I see the main advantage of Shifty being able to shift two squares per round, every round, plus a standard action to attack. Someone mentioned ranged attackers benefiting from it, but I don't seem many situations where you couldn't do as well shifting as your move action. It does introduce the possibility of selecting away from other movement-granting powers, but I don't feel like that's a good option, IME.

Limiting Shifty to once per encounter, OTOH, seems really incredibly weak. Possibly adding in some other bonus / adding more utility to it might help. I'm not really sure where to go with that (and it would be better discussed in House Rules, I guess). I think that right now Shifty is at least partially balanced by the lack of any racial feats for the Kobold. I think that finding an overall direction for Kobolds as a PC race would help define what was a good option for Shifty. But I'd be wary of creating a situation where the PC version of Shifty was only good at the cost of a "feat tax".
 

Someone (I forget whom) suggested making it an encounter power, but allowing it to be recharged as a minor action. So 1.5 shifts/round instead of 2. That, along with some other changes, are what I currently do with Kobolds.
