Kobolds with NPC class levels

3.5 kobolds have a CR rating of npc class level -3 (sick, but well).

Sooo... what CR do you have to use for a warrior 2 kobold? Or adept 1?

As a guess, 1/3. It's between 1/2, which seems to be the "0" in these cases, and 1/4, which is already established as the "-2" by the kobold warrior in the MM/SRD. It is also the CR of the 1st level goblin (-2 NPC class CR) warrior in the MM/SRD.

I think of -3 as being 3 steps away from 1:

a level 1 NPC kobold = 1/4
a level 2 NPC kobold = 1/2
a level 3 Npc kobold = 1
a level 4 Npc kobold = 2
etc.

perhaps I am wrong, but this is how I've played it.

Close, if a 1st level NPC class kobold is 1/4 and a 1st level NPC class goblin (-2 CR) is 1/3 I'd say it goes like this for the kobold.

1st level NPC class Kobold = 1/4
2nd level NPC class Kobold = 1/3
3rd level NPC class Kobold = 1/2
4th level NPC class Kobold = 1

Now NPC classes are basically -1 CR (1st level NPC class gnome/elf/dwarf/etc is CR = 1/2) to start with so it makes me wonder if kobolds with PC class levels should be -2 CR. (Or goblin's with PC classes -1CR). Personally I wouldn't give as high of a CR to a commoner as the warrior, aristocrat, adept, or even expert. Not that PCs should be rewarded for fighting commoners in the first place.
