and I believe the RP side hit points are incorrect (so the stats should be pretty dead on but I think the hit points are higher then listed).

You're concerned, but I'm hoping that's the case.

Wormwood, when I actually wrote my concerns out, everything made a lot more sense. I guess I was still thinking in 3e terms. In 3e, there is an option for ANY colored dragon and ANY level (for the most part).

In 4e, it looks like the dragons will be spread across the player Tier (heroic, paragon, epic), based on color. So far, we have a level 3 White and a level 4 Black. I assume that Green, Blue, and Red will follow.

Perhaps we'll see a progression like this:

Heroic (all large creatures):

Young White (level 3)
Young Black (level 4)
Young Green (level 6)
Young Blue (level 8)
Young Red (level 10)

Paragon (all huge creatures):

Adult White (level 12)
Adult Black (level 14)
Adult Green (level 16)
Adult Blue (level 18)
Adult Red (level 20)

Epic (all gargantuan creatures):

Elder White ( level 22)
Elder Black (level 24)
Elder Green (level 26)
Elder Blue (level 28)
Elder Red (level 30)

This is waaaaaay easier than what the 3e MM had, however, it kind of pigeon hole's a dragon to a specific level. I can see a 15th level party catching wind that a scaly beast lairs in a near by cavern, and thinking: "Gotta be green, blue, or red b/c we've already passed white and black in level".

THAT I don't like... but oh well :)

See, this is why I love templates so much.
"Oh, don't worry guys, it's just a level 4 lurk- SWEET MOTHER OF PELOR!!"

Can he use his Double Attack all the time? If so, why would he ever use just the bite or just the claw?

Does this mean that every OA he does gets +1d6 damage?

Action Points 2

Why give a monster more than 1 AP if all they can use in an encounter is 1?

Solo monsters can use more than 1 action point in an encounter.

Every OA he does gets +1d6 cold, so it'd be +6 vs. AC, 1d8+4 + 2d6 cold

As for why not do his double claw attack instead of his bite... I imagine the white pretty much always will. Surprised he doesn't have +6 w/ bite and +4 w/ claw, which would give him a reason to vary.

Based on the mini set, a young red dragon is level _7_, for reference.
