One of my PCs is doing just this. He's Lvl 14 Rouge, has a Lvl 12 Sorcerer who has a Lvl 8/9 Cleric. It's been a fun experience all around as far as I can see, and it also serves as a means to let the PCs play more than one character type over time.

On management, the DMG has suggestions on how to control what the PC can get through Leadership (p.106), but in summary it's an awesome idea if there are too few PCs, and bad idea if there are too many. Cohorts are effectively another PC under the original PC control (within limits), so it's up to the DM what comes round (hence why a PC should discuss with DM before having it go through).
 

I think you've got a couple of typos there.

"armies" should be "campaigns"

and

"built" should be "ended"

If the player doesn't abuse it and all other players know what he is doing and the complete ramifications of his/her actions and the DM okays it. I see no problem with doing this at all. In fact a PC lead army could lead to some extremely awesome battle scenes.

Ah yes, because we all know large scale battles ruin d&d. Characters should stick to rooting around in tiny little underground "dungeons" and like it!

Leadership has to be roleplayed in my campaigns.
It's not a I'm 6th Level now where's my army type deal.

While I've had characters with it, it is wholely a background useful commodity at times.

Only once did I use it to the chargin of the DM.
There is nothing more unsettling to a castle in turmoil over a dead king and a turned to stone princess than seeing a Knight at the head of a thousand man host.
Lucky for them, we were there to 'solve' the problem at hand.
But in my host there were a large number of commoners.

His cohort would adventure time to time with the PC's, but often he was left to the actual running of my followers and encampments. Think of him as the King's Hand for want of a better term.
