I like it as well. I would also like to see a cap on the number of magic items a PC can have overall, based on level. That would further limit any chance of conflict.

There is already a limit for attuned items at least (3). Seeing how scarcely permanent items will be obtained and distributed, a limit might not be necessary...

Most items don't need to be attuned, so yeah, you're probably right, but there's no reason not to have a sanity check in place.

Any sanity check at all.

I'm a little dubious of Organized Play handling splitting loot like that, where a table of 6 get to argue over who gets something. I've seen how well that worked in LG, and I anticipate further problems with it in the future.

Arguments were not that common but sometimes epic when they happened. They almost always happened because Campaign staff refused to create rules on exactly how to handle it. Now we have those rules. There should not be any arguments.
1: The table either all agrees that Bob gets it
2: Whomever has the least number of magic items from those that do want it
3: If tied roll off

The end. Should take all of 60 seconds. Of course you get the situations where 5 people want it to go to their friend and the 6th outsider to the group doesn't agree but once again the rules handle it. Rule #1 does not apply so you go to rule #2. Once in a great while you'll get that guy who tries to browbeat the rest of the table into all agreeing to give it to him but that has been going on for the 40 years the game has existed. No system that gives out cool exclusive things in any ratio is ever going to be without those wanting them more then others. The choices are dumb things down to the point of blowing up your game or put some rules in place and have fun.

My earliest memory of Living City is my 1st level paladin losing a roll - off to a higher level bard for a longsword +1. I wanted to it to combat the enemies of Lathander. He wanted it to trade to another character. I'm glad the new system obviates this kind of crappiness.

Any word yet which AL games will be running at Dragoncon? It looks like I am going to be able to attend, and I am looking forward to trying out the new OP campaign.
