It was even worse if you had a character in the party with Craft Arms and Armor. I also really thought any attack penalty should have only applied when not wielding the weapon.

You could design some worthwhile weapons, but in general it was a great idea, poor implementation. Most fantasy characters have signature items they wield through most of their careers, as opposed to ditching their old sword the minute they find one with a better "+".

I really liked weapons of legacy when they were introduced in Earthdawn. Oddly enough, the more I hear about 4e the more it seems like a "lite" version of ED.

Of course, ED had the advantage of being a point-based system instead of level based so spending "xp" on stuff wasn't really a detriment.
