I'm not a lawyer, but it would seem to me that it should be "okay" to use quotations from movies, books and television shows as long as you give credit, where credit is due, and try not to pass it off as you're own original thought.
I'm thinking that the use of quotations would be akin to quoting people in a news story: The writer sets aside the outside material from his material and gives proper attribution.
As in the Vampire game, notice how different the quotations appear (in italics, if I remember correctly, and spaced apart from the rest of the material).
