Lesser Leprechaun (LA0?)

I'm looking to make a fey character. I thought a 'little person' would be ideal. Would you consider this a 0 la race. (No they don't have a greater chance of casting wish than other races)

Small Humanoid*
Small
Speed 20ft
-2 Strength, +2 Charisma, +2 Intelligence
Mending 3/day
+2 on Bluff and Sense Motive checks.
+2 on Craft (leatherworking) checks, Leprechauns are good at making shoes.
Low Light Vision
Languages: Common, Leprechaun, Bonus Languages: Gnome, Elven, Dwarven, Goblin, Halfling, Orc, Gnoll, Sylvan
Favored Class: Bard or Wizard

* I assume the fey type would push this guy out of LA0 so I've separated it as a feat.

Avail Racial Feats
Fey Mantle
Prereq: Must be of fey descended race
Benefit - Character becomes Fey

Even without any flavor text this race seems awfully tempting to me; a good sign that it's too good I think. A +2 to both Int and Charisma combined with a small size makes this character an ideal caster type. Why darkvision instead of simply low-light vision for having "good eyes"? And granting the fey type in exchange for a single feat is broken in my opinion. All in all I think it needs its bonuses trimmed down a touch.
 

I re-read the fey subtype in the SRD and changed the vision to low light vision.

I dont doubt that this is a good spellcaster race but then leprechauns are good spellcasters. :)

Re Feat The Fey type by itself is only as big a deal as your Game makes it. Most of its attributes by the SRD will be replaced by character levels anyway. HD, Weapon Skills, Spells etc...

I haven't yet seen a good prestige class for this guy.

There are few LA 0 PC races which grant two +2 mental ability boosts in exchange for a single -2 ability penalty. For a small-sized caster suffering a -2 to Strength is entirely negligible. Also switching types isn't only about what you gain but also about what you loose; specifically vulnerability to effects that specifically target humanoids.
