Technically, he'd have everything he has now, except his type changes from Outsider (native) to Humanoid. The DM would have to decide what subtype the lesser planetouched get (every humanoid has a subtype). I'd go for either Humanoid (human) (reasoning that their human blood is the dominant one), or create a new subtype and make them Humanoid (planetouched) (along with the corresponding planetouched bane weapons, and adding the subtype to the ranger's favoured enemy list).
However, I believe that these lesser planetouched still warrant a LA +1, with the notable exception of water genasi. All other planetouched have unbalanced ability scores and/or special abilities that could be considered too good for a +0 LA race.
Making them truly "lesser" would, IMO, require a bit more work, startin g with balancing the ability modifiers. One could get the inspiration from the 2nd Edition PS products, and make aasimar either +2 Str, -2 Con or +2 Cha, -2 Con (player's choice at the time of character creation), tieflings could be -2 Str, +2 Dex, +2 Int, -2 Cha, etc.
