3rd edition/PF:
Wizard: Hey, Summer, could you put a glibness in my ring?
Bard: [does so]
Wizard: [six seconds later] Hey, Summer, could you put a glibness in my ring?
Bard: Didn't I just do that?
Wizard: No. [rolls 57 on bluff]

A monk with a ring full of hunters mark could be fun. Not broken, but fun.
It is pretty mediocre. My monk has arcane initiate and the hex spell. Due to the utility of the bonus action to a monk, it is hard to get the time to use the spell. There are really only two situations in which he uses it:

1.) Ranged attacks. When there are not grounded foes on the battlefield he will use his bonus action to cast hex on a target he is going to hit with a ranged attack. However, once he could run up walls and had insane speed ... it just doesn't come up often.

2.) Give someone disadvantage on ability checks. The more common use was to curse a sentry to have disadvantage on perception checks, to hamper the insight of a merchant, to make it harder for someone to break a grapple, etc... You can't do that with Hunter's mark.
