It's "hacker-speech" for Complete. Some people like to swap out letters for similar-looking numbers, so:

3=E
4=A
7=L

And a compliment used in that community is 733T = LEET = Elite
I've also seen it as 133T

Anyway, tack 733T onto Comp and you get Complete. I believe it's intended to convey an opinion that the Complete book in question is munchkin-friendly, but I'm not sure.
 




Of these I like Complete Professional, but it might be more aptly named:)
