D&D 5E Level 1 Magic Item To Powerful?

I will presume you are being tongue-in-cheek.
But if not - you do know that D&D5e uses a d20 to-hit, not a d100, don't you? +3 IS enough to notice.

I was making a reference to the quality of 'magic' of the item, and that +n items just don't do it for being magic. Sure, they are better than standard entry-level 'inferior boots' sold at all the d&d gift shops everywhere and so the players want them all the same, but magic needs to be really amazing; plot device territory. Would I ever hand out an out-hit weapon? Probably not, unless there were a lot of strings attached, and I knew plot-wise the item would exit the story soon.
