Level Adjustment for Higher Stats

For my next campaign, I want to have varied charecter levels but fairly consistent charecter power. As such, I'm going to offer the following choices:

5th level charecter, 4d6 drop one stats
4th level charecter, 4d6 drop one with floating reroll, +2 to 2 skills related to backgound
3rd level charecter, 5d6 drop two, +2 to two skills related to background, max HP at first and second level.

Are those reasonably close to each other in overall power? If not, what could I add to the weaker ones to make them more enticing?

As a player, I would never, ever take LA in exchange for more stats-dice as LA is crippling for a lot of characters and just having more dice doesnt' guarantee better stats. If someone rolled 4d6 drop1 and I took +2 LA to get 5d6 drop 2 and ended up with worse stats I'd be seriously unhappy.

If you really want +LA for more stats, you should go with a point-buy system.
 

For the most part I dislike Point Buy...

I'd estimate that a +2 to all five stats would in general be worlth a +1 LA, and +4 to all five states roughly equal to a +2 LA. It'd still be a hefty penalty, particularly for spellcasters, but might possibly be worth it for classes with MAD, like monks. I'm definitely not convinced your methods there grant the +2 average required, and the other stuff really doesn't make up for it.

Maybe, 5th level normal, 4th level 5d6 drop 2, 3rd level 6d6 drop 3. Maybe. I'm still not sure I'd take it. Actually, if there was no LA attached to these options, I may very well take one of the latter two... given that I'd catch up in levels after just a little while.
 


If they're just starting at a lower level, but have no LA, it's okay because eventually they'll catch up, but a level 5 with slightly lower stats is still way better then a level 3.

I don't think that's nearly good enough for +1/+2 LA.

Not all characters need all stats equally. +1 LA should grant at least +4/+2/+2. +2 LA should be worth at least +6/+4/+4/+2.
