If it was possible to catch up to the other characters, then sure... a two level drop for awhile would be worth the chance at superior stats. Otherwise, its still too random for such a hit to your level.

If you need to keep the randomness in character generation, that's fine. But you should at least remove the randomness from the bonus granted by +LA.

LA is a *huge* penalty, and there is absolutely no way to balance it when it's possible that someone who didn't take the penalty can still have better stats than someone who did.

Extreme hypothetical example:

PC 1 is the luckiest person alive and rolls straight 18's for his character.

There's no way any LA+2 character can match him. They'll be two levels behind *and* have worse stats.

Suggestion:

Everyone rolls 4d6 drop1 for stats.

LA+1 nets you +4/+2/+2 distributable across your stats.

LA+2 nets you +6/+4/+4/+2 distributable across your stats and a bonus feat.
