Level Adjustment Races

I am curious how a race that has a level adjustment added in works with things such as feats and skills.

A race that has a +1 level adjustment such as goliath... would they get another feat (one every third level) at their first level up (level 2 barbarian, +1 for being a goliath) or is the +1 adjustment merely for a rough power gauge and experience modifier.

ditto for skills... does a race with +4 adjustment gain any skills or feats for the levels the adjusment gives.

You use their HD to determine skill points, feats, and ability score points.

So your Goliath example would get a feat every Hit Die. So a goliath with 1 character level (a 2nd-level character) would get one feat, a goliath with 3 character levels (a 4th level character) would get two feats, etc.
