Level Advancement and PrC Prereqs: Level-based feats first?

A quick question.

Suppose that a character has every prereq he needs for a class except feat X -- and he's turning 6th level.

Can he grab feat X as his free 6th level feat, and then choose his PrC? Which then might allow him other feats as well, of course.

How do you play it? Has the Sage ruled on this question?

Let's say he has everything but that one feat, and is turning 6th level.

Does he meet the requirements BEFORE he turns 6th level? No? Then he can't take the class yet.

He doen't get the feat until he is 6th level, and he isn't 6th level until he takes a class. there is no such thing as a place-holder - generic 6th level, waiting for class designation.
