Er, isn't this the exact reason why Blade Cascade "Breaks". The fact that PCs CAN get high to-hit beanies.

On one attack, yes. if you *need* to make *one* (ok, a few, depends on the party) attack hit, you can. If however you aren't going to stack that single attack to the point of auto-kill (Blade Cascade/Seal of Binding), then you need lots of attacks to hit, which poses a problem.
