This spell shrinks one creature by 4 size categories. (For example, a Medium creature becomes Fine; a Gargantuan creature becomes Small). All standard modifiers for size category changes apply.

at least 4th, with that effect and that duration.

Heck, that'd be a great spell to use on yourself and then be carried around by someone else as a caster.
 

1 hour/level? Might as well be Permanent. I'd say it's almost equal to baleful polymorph, except that it has a utility use as well. If the duration were "1 hour/level (D)" then it would have real utility value. :)

Should be the same level as baleful polymorph -- 5th.

IMHO it wouldn't be unbalancing to allow any size category reduction up to 4 smaller. So, a Medium creature could become Tiny if that's all it wanted to do.

so....ALL of the standard penalties? So the str penalties, con penalties etc? There are times this spell could leave someone dead or helpless because of ability damage...is that the intention?

Forget casting it on an opponent (that's gravy), the purpose of this spell is for a pure spell-caster to cast it on all pure spellcasters in the party. Then they get a size bonus of +8 to hit and +8 to AC, along with a nice sneak bonus for no substantive penalty (other than grappling, which many will fail at their normal size).

My opinion (for this and the alternate version) is LV 9. Assuming that you allow Polymorph any Object to grant a simular effect, I can see as low as LV 7.

Frankly, as a DM, I probably would just disallow it - it adds quite a bit of complexity for a questionable advantage over existing spells.
 

As far as penalties go, I do mean all size-related modifiers -- but I assume there is a lower-bound of "1" when applying such modifiers.

As far as smaller-than-Medium creatures, ideally all scales would be kept in relation. But for that you'd have to turn to 3rd-party rules expanding the size categories, which I didn't want to get into. (I suppose it's correct that most existing powers say "cannot shrink smaller than Fine").
