Lich's touch attack

Does a lich get iterative attacks with its touch attack? I mean, it is listed as a standard touch attack, acting like an inflict light wounds, but it doesn't say whether the lich can perform iterative attacks with it, and the sample lich provides no clue to this.

That said, does the touch attack actually use negative energy? If so, can the lich use this energy to heal its minions? Or even itself?

By 3.0 rules (at least FAQ), e.g. a vampire could use his leveldraining slam attack only once per round even if he had 20 attacks due to monk levels...

I haven't seen anything different in 3.5 yet.

As for the question if he's allowed to heal undeads: Sure, it works just as the spell in every aspect.
