Line of sight with Clairvoyance

Here is the scenario:

Bob: Hapless target
Xaxos: Spell caster

Lets say Xaxos is within a Darkness spell (Or Fog cloud, or any other effect that breaks line of sight). Bob is not within that effect. There is a clear line of effect from Xaxos to Bob.

Can Xaxos cast a Clairvoyance spell to create a line of Sight between himself and Bob, thereby allowing Xaxos to hit Bob with a Magic Missile or similar spell?

Xaxos doesn't need line of sight to target Bob with a magic missile spell; he needs line of effect, and he needs to be able to "see or touch" Bob. (PHB, page 175.) Since the darkness or fog cloud or whatever doesn't break line of effect, and since the clairvoyance spell allows Xaxos to see Bob, both conditions are satisfied and Xaxos can target Bob with the magic missile spell.

But no, Xaxos does not have line of sight to Bob.
