Unless I'm reading this wrong this prc allows me to become a large elemental, haste myself, charge and make a full attack action?

As opposed to turning into a dire tiger, hasting yourself, charge, and make a full attack action? Yup. Or taking the Wild feat that lets you burn a wildshape usage to make one charge a pounce. Or the 3rd level Druid spell in SpC that lets you make one charge a pounce. Or..
