Which means it came out before 3.5 was released but after 3.5 was announced, right?

Fiend Folio was one of the steps to 3.5. It's officially 3.0 (and indeed, the conversion document has updates to 3.5). However, many of the 3.5 rules were first implemented in the FF (extraplanar sub-type, swarms, etc).

When Dragon #323 came out in its new format, there was a 16-page advertisement in the back. It even had an order form listing all of the prices. If you bought everything on it, you'd have spent something like $2,500. It's just nuts.

Similar to Fiend Folio, Savage Species is sort of "3.25". It uses some of the new conventions for creature write-ups that appear in 3.5.

One could argue that Complete Divine isn't really 3.5.
