I believe 1st edition 13th Age is OGL, but I might be mistaken. King of Dungeons certainly uses a modified version of the engine - technically the "Archmage Engine" in the SRD.

Here's a few I can think of.

Forged in the Dark from Blades in the Dark.
Paragon System from Agon.
Resistance System from Spire: The City Must Fall

They're all creative commons licenses, I believe. Those are just the few I can think of off the top of my head.

The rules are open licensed. The lists (skills, perks, powers, NPCs, gear) are not, but they are free in case you want examples.
