Lizard/Snake Men

Naga from Rokugan are statted up in both Oriental Adventures for 3.0 (easily used in 3.5) and in the Rokugan supplement for OA, by AEG. The Rokugan book only has Greensnake Nagas statted up as a PC race, I think, while Oriental Adventures has all the Naga types listed in its Monsters section (and one of the chapters following that has a listed ECL adjustment for the Naga races, which is basically the same thing as Level Adjustment when converting to 3.5).

Ophidians are the closest other kind of snake-race I can find that aren't yuan-ti. Ophidians are in the Fiend Folio, and they have 3 racial hit dice.

Savage Species offers 2 options: the Reptillian template and the Anthropomorphic Animal.

There are probably workable templates in 3rd party products as well, such as Goodman Games' Book of Templates (http://www.target.com/gp/detail.html/601-0411213-5476906?asin=097680851X&afid=yahoosspplp_bmvd&lnm=097680851X|Book_of_Templates_Deluxe_Edition_(Book_of_Templates)_:_Books&ref=tgt_adv_XSNG1060)

Other D20 products that contain "reptillian" races would include the Dragonlance campaign setting (Draconians) and AU/AE's Mohj and Dracha.

You could also use the Kobolds, especially if you template them as well. Imagine those nasty little fellas notched up a size or 2, with wings, or with the Multiheaded Pyro Learnean template (Savage Species).

Several ways to do it, but you don't even really need anything official, all the tools are in the MM. Just take the standard Lizardfolk give it stability like the Dwarves then add the climb speed from a giant snake and rewrite the fluff. There you go, instant snake-men.
 

The Inphidians, from Necromancer Games Tome of Horrors I and II were kind of cool. Scaled, snake-headed, snake-handed humanoids of various types, with complete racial stat write-ups in ToH II.
 

Perhaps I could direct you to The Lazy GM range where we have several PDFs of ready-statted Lizardfolk, Kobolds and Troglodytes ready for use?

In fact, the Trogs came out kind of snaky in the end, what with clerics with the scalykind domain and the troglodyte were-snake.

Change the window-dressing and any of those could be used for reptilian races of various kinds (primitive swamp-dwellers, small dragon-worshippers and sinister subterranean serpent folk respectively).

In my campaign I used the lycanthrope template to good effect. Just use the hybrid form and get rid of some SAs like transmitting the disease or the DR/silver.

Works quite well for most animalfolk.

Scarred Lands has aasathi, but like Yuan Ti they have more than 1 starting HD. Either 3 or 6 I think but I can't remember off the top of my head. They are more warrior wizards IIRC.
