ECL and CR have nothing to do with each other. ECL is a measure of how likely a creature is to grab the limelight as a PC. CR is a measure of how tough it is for a party to kill.

A lizardfolk ari1 would have a CR of 1, as I recall.

It's not "Rouge"... That's makeup.
ECL and CR are completely seperate. Even though he has a +4 ECL, a Lizardfolk still has a CR of 1. The PC's CR is 1 (actually 1.5). NPC classes add 1/2 CR per level, which is rounded down.

It depends as others stated above on whether it's a PC or NPC.

A NPC would be CR 1 (1½ round down) so 4 of these would be EL 5.

A PC would be level 4 or 5, depending on how you rule it.

I normally consider a NPC class level as an ECL -1. So I would rule it to be level 4.
(Level 1 + (ECL +4) + (ECL -1) = level 4).

He'd most likely be the equivalent of a 5th level PC. Strictly by the rules, a level is a level is a level. The DM might rule otherwise, though.

Like Aggeman said an Aristocrat is ECL -1 (ie a 0-level NPC class)
personally I think that the ECL+4 is too high for Lizards but hey!
