Lizardfolk Racial Traits for Lizardfolk PCs part deux

Hi all,

I've been lurking for sometime now and decided to finally make a contribution. Please find below my racial traits for a Lizardfolk PC. I would appreciate any feedback. Here is the basic gist of the traits:

+2 STR, +2 CON
Size: Med
Speed: 6
Skill Bonuses: +2 Athletics, +2 Endurance
Swamp Walk & Blood Surge "Powers"

Swamp Walk: Racial feature that enables you to move through difficult terrain (swampy & watery areas only) with no penalty to movement.

Blood Surge: At-will power that gives you +2 to hit and damage when you bloody a foe. This last for 1 round and reactivates when you bloody another foe.

I'm concerned about the "Blood Surge" power, it doesn't feel overpowered, but it might be. Please see the PDF (created via freepdfcovert) for a full description.

1/ PC powers don't regenerate, only monster powers do that. PC powers are at-will, encounter or daily.

2/ An attack bonus "when you bloody a foe" makes no sense. If you have just bloodied a foe, you know that you hit, and you already rolled damage. Try saying what you mean in a different way, maybe?

Here's a rewrite to Blood Surge that probably will work just fine.

Blood Surge: When you bloody an opponent, you gain a +2 bonus to damage on the next attack you make before the end of your next turn.

Rewriting it this way, you don't have to make it a power. Removing the +2 to hit tones the power level down to about where a racial should be, I think.
 

I love lizardfolk. This version seems underpowered to me, for the following reasons:

1. Swamp Walk won't come up very often in game play.
2. Str and Con both contribute to Fort defense, so they will be one point behind on defenses compared to most other races. (Granted, Str and Con are both very valuable in other ways, especially for a warrior class.)
3. Blood Surge seems fine to me. I'm comparing it to the tiefling's Bloodhunt, which gets +1 attack against all bloodied enemies, all the time (not just the ones you bloodied, and not just for one round).
4. They have fewer racial traits than most races (check out the long list of stuff dwarves and eladrin get).
