looking for Elemental Arcane core class

Don't know of one. The Elemental Savant is a prestige class focused on one element of the character's choice. The Shugenja is a moderately element-focused divine core class.
You can take a look at The Jester's Cydra campaign material for his Elementalist core class, though I don't remember if it's arcane or not. It's in the Cydra Yahoo! Group, and probably somewhere in The Jester's houserules thread or something, somewhere on EN World. Don't remember the specific thread that might have it.

No core classes other than those mentioned, but it wouldn't be difficult to mod one with the Sorcerer. Require elemental focus, spells with that descriptor are cast at CL +1 but opposing spells are forbidden. Or alternatively give one of the Bloodlines from Dragon Compendium as a free bonus feat. Swap familar with ability to command elementals of the focus type/turn elementals of the opposing type. In the average campaign these are rare enough that such an ability wouldn't be overpowered. But watch out for feats with that as a prereq that are only meant for certain kinds of clerics. I'd probablly give Energy Resistance to the associated type of the elemental focus as well, maybe 1 per every 3 or 4 levels. If you are worried that might be over powered you can always balance it with a suseptablity to the opposing energy type.

I am trying to find a conversion of the Sha'ir for D20. (Stuck behind corporate firewall right now).
But I am also thinking of just doing a sorcerer and limit his spells to spells with an elemental descriptor plus add the Tattoo focus feat (from FRCS) for each Element.
This is for a higher level "Monster" game. I am creating a Janni PC.

If it's a Sha'ir you're looking for, then Paizo's Dragon Compendium contains a number of new or updated base classes, among them a 3.5 update of the Sha'ir.
Specialist evoker (or conjurer..), with reserve feats from Complete Mage. As a PrC, hit the elementalists from Complete Arcane. With good spell selection, you'll have an elementalist mage, and can slide right over to a more specialized PrC. For added flavor, you could look at Sorcerer instead. I also like the elemental abjuration feat from Complete Mage, but it requires either Spell Focus (abjuration) or specialist in abjuration.
I looked through all (well, many) of the alternative class features, and didn't see any really good ones for an elementalist.
