looking for Elemental Arcane core class

The Soveriegn Stone wizard is more of an elemental caster but the magic system is moderately different than core.

Uses a spellcasting threshold. At in 3.0 SS. Haven't seen the 3.5 version.

I've seen the Domain Wizard variant from UA used to convert 2E Elementalist Wizards. Though the Elemental Savant PrC is a good option to stack with that.

The Shugenja from Complete Divine makes for a pretty good Elementalist. It's divine and not arcane though, of course.

However, I imagine it wouldn't be too hard to make a class based on it (and perhaps the Sorcerer, say) that is arcane.

In fact, I seem to remember there being a PDF floating around teh intarweb, which contained something like that. It was kind of weak and not well thought out, mind you. But it might give you somewhere to start from.

If you aren't opposed to using a slightly different magic system for her, the elements of magic book by ENWorld Publishing is awesome! You can easily make an elementalist using that.

Well, in my opinion, either Elements of Magic: Revised or Elements of Magic:Mythic Earth should have been the magic system for 4e (or at least its basis).

There are some other semi-convoluted ways of doing it too.

Multiclass with a cleric of some nature god and take the Geomancer PrCl.

Be a Domain Wizard.

Use the Bloodline feats from DCv1, and claim some kind of elemental being or beings as ancestors.
