The obvious issue of here is dealing with order of operations and whether the bonus skill point is added on after the normal skill points for a level have been calculated or if the bonus point(s) should be a part of that calculation.
Even though it doesn't exist in the SRD, there is a parenthetical in the PH after the bonus points for humans that says the 4 bonus points at first level aren't multiplied in, they are added on as a bonus. This makes an important distinction. The bonus points are not treated as part of the calculation for normal skill points per level, they are the last thing to be added on. Whether this can be extended to the other bonus skill points of the human after level one is questionable, but it does make a distinction that adds weight to that side of the argument.
Of course I also agree that this is just an opinion debate, so I will offer my opinion that the fighter in question should get 2 skill points. I actually think Rystil said it best when he said that a human fighter with Int 3 would have more skill points that an elf fighter with Int 9. I think that comparison is exactly how it should work. Human bonus skill points aren't because the humans are smart, they are because humans are versatile and adaptable. That's just my opinion though.
