Low Magic Campaign

I am working on a Low magic campaign. i would like to know how other people have approached this genre. The idea comes from Robert E-Howard books, Tolkien, and a desire to not have a headache every time the wizard wrecks my plans ;)

The story i have worked out, which is barebones right now, is that several generations ago a great tribe of horseman swept over the world. These horsemen were Ogres in size yet brilliant and ruthless tacticians and they hungered for victory and sentient flesh (a la William R. Forstchen's "Lost Regiment" series). As city after city fell to these cannibalistic marauders one City,------, chose to retreat into the mountains. There, within the Dwarven Fortress of Krak Na Borg, the humans dwelt for untold years forgetting the arts of magic for the most part. Now the time has come for the civilized races to take back their birthright. Emissaries have been sent out into the surface world. few have returned, those who have made it back to Krak na Borg have returned mad. The PCs are among the lastest of these emissaries.

Their job is to map, explore, contact outsiders and establish a beach head ( sort of like an imperialistic Federation from StarTrek).
The world has changed though inthe untold passing of geneartions. Strange masters rule the land now. Goblinoids run wild. Luckily the denizens of Krak na Borg have been training. This is the story of the good races last stand against utter destruction. This is their tale....of sacrifice, tribulation and freedom.


ok, now that you guys know the story let me descrive the rules a bit.
The PCs cannot be Wizards, Clerics, Sorcerors Psions, Psychic warriors, or Druids. These classes do exist but they will be prestige classes or available only to those "strange masters" mentioned earlier ( Vampires, medusae, etc).
should i allow bards? We are replacing the magic using classes with the Adept NPC class from the DMG. How should i make the Adept comparable to a PC class without increasing its magical abilities?

Feats will be more abundant as will be Stat increases.

The culture is very martial...living with dwarves and seeking revenge does that to you. to that end fighting schools and thus styles and prestige classes are prevalent

How would you guys balance such a campaign particularly when you want to use magical beasts undead and such?

WEll i am plannign on using the Grim-n-gritty rules that Ken Hood published in PDF form some time ago. I have given ti some tweaks, using a Vitality statistic along with Ken Hood's take on HP. HP is baed upon your con score and Vitality is just your normal hitpoints and repesent things like Bruises, cuts and fatigue. Similar to Palladium's SDC damage. Citical hits and sneak attacks count directly towards Hit Points.

You have think through a couple of consequences for higher levels if you're in a low-magic world -- such as low ACs. So people are going to get a lot, for criticals a lot. Makes high level fights pretty boring. So you have to let skilled fighters improve their AC somehow, while still letting there be some level of skill and tactics involved.

And so forth.
