I third the vote for Grim Tales.

I love Grim Tales, but it's not what I would call a 'setting'. Rather, its a superb rules kit for running a low magic setting. If you are looking for something that will have maps and cities and civilizations along with rules, Grim Tales isn't it. You should still buy it, though....

I just read Dark Legacies, and it's pretty good for a low-magic setting with rules. Midnight is a personal favorite as well.
