Lower Spell Resistance... other name

I'm sure I have seen another spell, which does basically the same as Lower Spell Resistance from Draconomicon, but has another name.

Any idea where and which it might be (official WotC book for sure)?

lowers target's SR by 1 point/level (max 15)

The only difference between Spell Vulnerability and Lower Spell Resistence is that SV is 1 level lower on the wiz/sorc list.

Except for this minor detail the spells are the same (Including the stupid -1 on save per caster level rule)

Is Spell Vulnerability supposed to replace Lower Spell Resistance? I think so. Otherwise we would have two spells which do exactly the same in exactly the same way with the only difference of one spell level for wizards (have the same spell level for clerics).
But why the completly different name?
