D&D 4E Lycanthropes? Sean Reynolds Curse of the Moon in 4e?

I have not yet had time to get a good grip on the 4e rules.. so I am here to ask for EnWorld's wisdom!

Sean Reynold's Curse of the Moon is probably the best mechanical interpretation of lycanthropes, written in 3x language.

Since most of it is based on feats and template powers, I think it would not be difficult to translate to 4e rules...any thoughts on how this might work or look?
