I would believe that actually...if you did not roll a natural 20.
If I have to roll a one on anything initiative would be the one I'd choose.

I rolled a 16. The 20 is because I have 4 levels of Improved Initiative (on top of Agility 4)

Dre is last second only to Zatara. I will wait a bit if the actions of the others will change the scene.
