Mage Blaster : Opinions?? (somwhat long)

Here's a little weapon I had originally made for my Dragonstar campaign to help out the pc's cause their wasn't a spellcaster among them!!!....and I didn't want to force anyone to be something they didn't want to be....lemme know what you think.....

MAGE BLASTERS
There is a myth that thousands of years ago, there was a kingdom of wizardly gnomes who had given so much of their souls to technology and The Smith that they began to lose touch with magic and their spells started to fail them. These magical gnomes look towards technology to preserve their dwindling magical power and through much research and experimentation they were able to store their spells within small canisters, which could be fired by special prototype gun designs. They spent many years creating thousands of Spell Canisters in an attempt to save their fading magic.

It is believed that around this time an unknown mage of some power visited the gnomes trying to buy their newly created technology, but the gnomes refused. The mage, however, was not willing to take no for an answer and because he could not recreate the technology on his own he observed and studied the gnomes and their technology.

One night, the gnomes found one of their warehouses of canister guns and their precious Spell Canisters empty and its guards murdered. It seems their magic had finally failed them, and the mage had waited for the magic wards to cease working and he took the technology he was not allowed to buy.

The unknown mage eventually learned the secrets behind the gnome canister technology and made many similar weapons, becoming rich over the years before he too was struck down by others who wanted the technology. Now, although somewhat rare, Mage Blasters (as the gnome canister guns have come to be known) have popped up throughout the galaxy in various forms. Very few actually know the secrets behind their creation as well as the creation of the Spell Canisters, but ancient stock piles of canisters have been known to pop up every now and then.

Mage Blasters allow even non-spell casters to “cast” spells by firing a special kind of ammunition called Spell Canisters. Any Mage Blaster can fire any Spell Canister (see below for more details on Spell Canisters). They are Single-Shot weapons. It takes one standard action in order to reload a Mage Blaster. If you roll a critical hit with a Mage Blaster the spell is considered maximized as per the metamagic feat. Attacks from a Mage Blaster are resolved as Ranged Touch Attacks. (Note: Mage Blasters do not always need to be shot at an opponent. Example: a Light Spell Canister could be shot at the ceiling to provide Illumination.)

Spell Canisters: Spell Canisters are special bullet like projectiles that carry any one arcane or divine spell. The spell is released upon contact with target and the Spell Canister is destroyed. Spell Canisters will not trigger unless shot from a Mage Blaster due to a safety mechanism inherent in the design. Spell Canisters can be created with practically any spell. The only difference between spells and Spell Canisters is that the Mage Blaster always determines the range not the spell.

(Note: Base Price equals (Spell Level X Caster Level X 25 cr.) and XP cost is ½ Base Cost.)

Spell Catching Canisters: There are also rare forms of Spell Canisters that does not contain a spell, but is able to catch a spell targeted at owner. Owner must wear the Canister around their neck as an amulet and it acts like a Rod of Absorption for one spell only (no matter the spell level). Then the Canister can be used in a Mage Blaster as a normal Spell Canister.
