This is how I've always ruled it & always will:
Magic bow + normal arrow = magic attack.
Magic arrow + normal bow = magic attack.
Magic bow + Magic arrow = magic attack & the magic stacks.
 


Of course it is. The DMG states that a Magic Weapon provides a +x to both to-hit and damage. We all agree that the standard damage of a magic sword is magical as well as the +x, so why is it different for a bow?

To expand on the point, the rules indicated the bonus from a +X ammunition stacks with the bonus from a +Y ranged weapon. So, a +1 long bow shooting a +1 arrow will deal 1d8 +2 + Dex bonus damage and the attack will be made at 1d20 +2 +Dex bonus. I'm pretty sure a longbow is 1d8 damage. Please correct me if I'm wrong.

I'm ruling that you need magical ammunition. This is due to the sharpshooter feat and magic weapon+magic ammunition stacks.

I practice I had a sharpshooter ranger yesterday using the -5/+10 part even more as he came across creatures with resistance to non magical arrows. I give hi a few magic arrows every now and then, up to him how he uses them. And he has a +1 longbow.
