I don't own all the books, so there maybe something like this out there. Is there a magic item for aiding the handling of birds of prey (hawks, eagles, owls, etc.)? If not, what do you think of a low level item that grants bonuses (thinking +10) to Animal Empathy, Handle Animal, and Knowledge (Nature) and also has the affect of Animal Messenger and Speak with Animals. Of course, all this only applies to birds of prey when worn. In addition, Speak with Animals effect would only work if the bird is perched on the glove. I figure that could really help in a lot of ways. A low level ranger attracts a possible animal companion, a party without a ranger or druid that has a lot of outdoor encounters gets some animal ability, etc..

I am sure you could apply something similar to other ideas. Conch of Calling (aquatic), Lion Tamer's Whip, etc.
