This Player's Guide to Faerun regional feat allows for all spell-like abilties (not just one) that are 1/day to be used 3/day. Now consider the number of spell-like abilities a half-fiend or half-celestial receives. That's alot of spell power and perhaps a bit too much. Am I reading this right?

Unfortunately, there's nothing to keep them from qualifying. A Half-Celestial Elf for example could still qualify or a Half-Fiend Dwarf, etc.

I would think that a type change is enough of a racial alteration to disqualify one from counting as the base race for regional requirements.

Not when they are native outsiders. Just because they are half- doesn't mean that can't be from a particular region. Besides, according to the text, the subrace requirement for regional feats is not exclusive of other racial types. A character doesn't have to have one of the subraces to select the regional feat. (p.8 PGtF)

My question was about the feat and it's text, but thanks for bringing the regional subrace point up. I did not know the answer until I looked that up to see if that was correct.

The regional requirement was the only reason that I could see why the feat might not work for a half-fiend or half-celestial. The feat does seem strong if used in with those templates but I do not think it would be game breaking just maybe a little stonger that I would be comfortable.
