Actually it is not needed.

The reason being that the book printed latest is considered the "most up to date" version of a rule.

The feat as printed in CA does not allow "sonic" and has not been erratad, therefore it is "the" official version.

Just because the SRD has not been updated does not negate this rule of source material.

There are all kinds of "stealth errata" contained in the collector's edition of the PHB that is not in the earlier printings, errata or SRD.

Rules sources only apply if they are core or you own the rules source. A person may have access to Energy Substitution only by virtue of one of the sources (not all) and therefore either must use that source or house rule it. For example, I don't have the collector's edition of the PH and therefore none of its stealth errata applies to me.

But that doesn't change the fact that is the actual rule.

Is the SRD the actual rules or is the PHB?

What someone has in their possession has nothing to do with what the actual rules are - only what they are playing to.

The main issue is third party publishers.

If a third party publisher wishes to use the Energy Substitution feat, they must include sonic... because the SRD version is open content, but the Complete Arcane version is not. If they leave out sonic, they're infringing on closed content. If they include sonic, they're covered by the OGL.

True, but it still doesn't alter what the actual rule is though.

Just like what is in the Rules Compendium is now considered the most recent set of rules - even though it specifically does not contain OGC material.
