Yep, time a day.
Have a friend who used to live in SoCal and if she wanted to get to the office at 9am, she had to leave by 7:10am. But if she left at 6am she would get there by 6:45 at the latest.

I was teaching a class near LAX once. Talking to the students (all from an aerospace company) they all told me if they left at 4pm, when the plant closed, it took them 45 minutes to get onto the freeway, 3/4 of a mile away. The parking lot filled up by closest to the exit, not closest to the door!
